Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been defused. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of conflicting incidents captured the bleak nature of the outgoing year. By day, negotiation efforts are conducted: positive announcements are delivered from different nations. Considerable effort is allocated on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "resolution".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor rocket firings from across the border, a ability enabled by timely intelligence. From observation points, military aircraft that had been scrambled to engage hostile cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense activated: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, presumably delivered by allied countries. Every launch shakes the surroundings, causing tremors. The brief panic quickly transforms into grim resignation: perhaps the incoming missile won't hit its mark this time, preventing destruction from ruin and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun opened up on a unmanned aircraft close by, part of a mobile-fire group – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.
With pauses, this carried on until dawn. Kyiv faced the morning news: seven people killed, damage and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a need that regional partners are clearly incapable to substitute in the short term.
Ineffective Peace Efforts
The detailed framework from US administration sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new initiative from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually win the battle. This cycle will, no doubt, endure.
Tactical Assessments
It is easy to blame specific actors of consistently pushing Kremlin's demands. But that does not seem to be the whole story. Washington functions according to a assumption well known to experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is impossible to compel Moscow to surrender the territory that it already controls in Ukraine's south or east.
The challenge is that while recognising this factual reality, Washington does minimal to discourage Russia, through words or deeds, from believing that the situation will not evolve additionally in its favour in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding civilians and areas but preventing a complete military breakdown until situations evolve in its benefit.
Present Conditions
Objectively, there are no actual prerequisites for a truce. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unworkable, so that their priority does not move to homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to terminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, recent disclosures, all achieved their purpose.
While new proposals based on old ideas are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
